HYBRIT – A Program and Project Management Perspective

Sweden’s transition towards fossil-free steel production is one of Europe’s most ambitious industrial transformations. At the centre of this transition is HYBRIT – the initiative launched by SSAB, LKAB and Vattenfall to develop a fossil-free value chain for iron and steel production.
But HYBRIT is not only a story about new technology and decarbonisation. It is also a compelling case in program and project management.
In his article “HYBRIT: A Program & Project Management Perspective on Europe’s Green Steel Transformation,” Mehdi Dehghani examines the initiative through the lens of program governance, benefits realization and megaproject risk.
The article follows HYBRIT from research and pilot projects towards industrial-scale implementation and explores the challenges of coordinating several large, interdependent projects involving independently governed organisations. It highlights issues such as permitting and regulatory processes, access to energy and grid infrastructure, financing, workforce capacity and the management of interfaces between projects and stakeholders.
For project and program professionals, the HYBRIT case offers several broader lessons. Governance structures may need to evolve as a program moves from research to industrial implementation; institutional and permitting risks can become as critical as technical challenges; and successful delivery of individual projects does not necessarily guarantee that the intended benefits of the overall program will be realised.
The case also illustrates the importance of managing dependencies across organisational boundaries – particularly when investment decisions, infrastructure, technology and schedules are closely connected but controlled by different organisations.
